I tried to make an ecall to 112 without SIM card on a Cinterion AH3 module with no success. The call to an emergency number (112) or to any other phone number works with a SIM card inserted, but when I try with no SIM card it doesn't work.
¿Is possible to make an ecall to 112 with no SIM on this modem?
¿Wich is the procedure to do that?

Emergency call should always be possible. Can you paste the log? Please also check the firmware version with ATI1 command.

I only get the "ERROR" response. The CREG response is 0, but as documentation says "emergency
calls can be made if any network is available."
With SIM card I do this with success:

the emercy number 112, at least in Spain, country I mean you are, is not a PSAP number
The eCall service can be only initiated with a target PSAP number.
As far as I Know there are not public PSAP numbers in Spain at today.
In a nutshell, you can perform a emercy ECC call to 112, but this numer 112 can not be used to eCall

I think that we also need to distinguish eCall calls from the regular emergency calls.
Have you tried to call an emergency number with ATD command without SIM card? I believe that this should be working. That will establish a regular voice call to an emergency number.
But eCall is something more and as far as I know it will not work without SIM card. I've probably misled you in my previous answer because I was not sure if you are trying eCall or emergency call with ATD command.

I want to make an eCall to 112, not only a regular emergency call. We are working testing the 112 PSAP in Spain. I can make a call to 112 with the commannd ATD112; without SIM and it works, but eCall with command AT^SECALL does not. I can also make an eCall with sim to 112 and to any other number. The conection is established and the MSD is sent to any number.
It is true that eCall in Spain is under development but anyway the modem should be able to establish the call.
So, why does not it work? Is it a problem of the modem or the set of commands that I am using? Is a problem of the network (operators does not allow the ecall without SIM)?
Is not an eCall just a regular call with an encoded message attached? Shouldn't the network consider it as a regular 112 call?

Hello,
There's a special eCall flag that is used to distinguish the eCall from emergency call. So this call may be routed to a dedicated PSAP.
I'm not the eCall expert but this system is designed to be used with SIM card. The eCall devices will be equipped with a SIM card when the vehicle will leave the factory. The device will stay registered to the network after the accident was reported and PSAP will have the possibility to call such a device back if needed.
So probably it is not a use case that there is no SIM card.
