We have been using a PLS62-W and have noticed that the RSSI reading always seems to be low - even when we are getting good data transfer. So it seems to report that the signal strength is generally worse that it actually is.
Is there a better parameter to read to get a basic understanding if the unit is in an area with 'good' signal strength as at the moment it is impossible to tell by just reading RSSI as it seeems very inconsistant.

In general RSSI is only a good indicator for 2G. In case of 3/4G there should be other parameters used to assess the link quality like EcNo and RSCP for 3G and RSRP and RSRQ for 4G.
